RFP - Environmental Monitoring for Boat Launches, Columbia Power Corp
Background
Columbia Power is a Crown corporation and, as such, is wholly owned and controlled by the
Province of British Columbia. Columbia Power was established in 1994 to own and administer
hydroelectric power assets purchased by the Province in the Columbia Basin. Columbia
Power's primary mandate is to undertake power project investments, as the agent of the
Province, on a joint venture basis with the Columbia Basin Trust. The purchase of the
Brilliant Dam and Generating Station (BRD) in 1996 was the first investment by the joint
venture partners. Construction of the second major construction project - the Brilliant
Expansion Project (BRX) - began in the spring of 2003, and was completed in the summer of
2007. Arrow Lakes Generating Station (ALH) and the Waneta Expansion Project (WAX)
(currently under construction) represent the third and fourth venture. Columbia Power has
also entered into a Memorandum of Understanding to assist BC Hydro with the completion
commitments made during BC Hydro's Columbia River Water Use Planning process for the
construction of the following three boat ramps in the Arrow Lake Reservoir:
- Nakusp public access facility;
- Anderson Point public access facility and associated upslope works; and
- develop final designs and construct the Edgewood public access facility.
Overview
This Contract is for the provision of environmental monitoring services during the
construction and commissioning of the Nakusp, Anderson Point and Edgewood boat launches.
The Environmental Monitor (EM) will be responsible for monitoring and evaluating compliance
of work practices and procedures with the project Approvals and Environmental Management
Plan including monitoring site environmental control measures and their effectiveness on
behalf of Columbia Power Corporation.
