In its simplest form, ECO Canada is a mechanism that develops programs that help individuals build meaningful environmental careers, provides employers with resources to find and keep the best environmental practitioners, and informs educators and governments of employment trends in this growing sector to ensure its ongoing prosperity.

ECO Canada is one of about 30 sector councils that were established with federal startup funding to bring employers, workers, educators, and governments together to address human resource challenges facing the Canadian economy. The key objectives of ECO Canada and other sector councils are to:

Implement national occupational standards for skills and training
Promote employment opportunities via a highly skilled workforce
Meet industry requirements for qualified new practitioners
Provide labour market projections and information on environmental sector trends for governments, educators, youth, and industry planners
Improve the dialogue between industry and the academic community
Address labour market entry problems and school-to-work transition difficulties encountered by youth
Launched with the help of government funding, ECO Canada is an autonomous organization that is directed by industry and its stakeholders and many of its project are funded by the government of Canada.

ECO Canada received more funding for our National wage subsidy program on August 13th, 2007.The program will subsidize the wage of a new hire by 33% to a maximum of $8000.

To apply, your organization must :
- be Canadian owned or a Canadian subsidiary
- offer a full time position for at least 6 months
- offer a new position that has a significant environmental component

Eligible employee must :
- be under the age of 30 and Canadian citizen or landed immigrant;
- be a graduate of a post secondary institution (i.e. College, University, Technical school);
- be underemployed or unemployed at the time of hiring;
- have not previously participated in a Federal Youth Employment Strategy (YES) (previous participants of summer employment programs are still eligible).

Women entrepreneurs are growing and a driving force in B.C.'s strong economy

Premier Campbell: Women entrepreneurs are growing and a driving force in B.C.'s strong economy. Today, women own 35% of our small businesses putting B.C. among the top three provinces for women entrepreneurs.

Forecasts suggest that by 2015, just 10 years away, their numbers will double to 264,000 across British Columbia. This is a great development.

Immigrant women are a big part of this story, too. One in five self-employed women were born outside of Canada.
More and more women are playing an ever increasing role in B.C.'s economic leadership. In fact, B.C. has the best job creation record in Canada because of women entrepreneurs and small business owners across this province.

Since 2001, B.C.'s generated nearly 370,000 new jobs. Most of them full time. This year we continue to create more jobs than any other province with 71,000 more people working here than a year ago. And in recent months, unemployment has hovered at, or near, the lowest level in three decades.

This is good news, not just for entrepreneurs, investors and their families, but for small business employees throughout B.C. who now number more than one million strong.

Our province is booming thanks to entrepreneurs and small business owners in every single corner. Including the many women whose vision, determination and hard work are creating better lives for themselves, their employees and all British Columbians.

We're going to continue to work, to work with small businesses all over B.C. to make sure our kids have the opportunities they deserve and the future that we can create for them.

Innovation and Commercialization Program

VANCOUVER, BRITISH COLUMBIA '“ BC Innovation Council and the Ministry of Science and Technology of the People's Republic of China will announce a $4 million commitment for a joint research, innovation and commercialization program on Friday June 1st, 2007. The commitment will be announced with the participation of senior government officials from the People's Republic of China and unveiled to leading provincial and federal government, industry and research representatives.

The delegation of senior officials from the People's Republic of China, scheduled to be in Vancouver for the announcement, will be led by Dr. Shang Yong, Vice Minister of Science and Technology and will include senior officials representing the People's Republic of China's Ministries of Science and Technology, Health, Environment, Agriculture and Education. In addition, the Honourable Colin Hansen, British Columbia's Minister of Economic Development and Minister responsible for the Asia Pacific Initiative and Olympics, will participate in the announcement.

"The People's Republic of China and British Columbia have many complementary opportunities, strengths, and expertise in research, innovation and commercialization," said Hector MacKay-Dunn, QC, Chair of BC Innovation Council. "We need to take every opportunity to partner and encourage these types of relationships if we are to further develop British Columbia's technology sector to a world-class level."

"This commitment signifies a very important milestone of the MOU that was signed between the People's Republic of China and the BC Innovation Council last year," said Cindy Lum, COO of BC Innovation Council and President of the Council's Office of International Partnerships. "This is one of many success stories that I anticipate will emanate from our strategic alliance. We, at BC Innovation Council appreciate the vision, cooperation and trust shown by the Ministry of Science and Technology of the People's Republic of China in committing these funds towards this important partnership."

"British Columbia has a wealth of research, innovation and commercialization talent equipped to work with the People's Republic of China so I am confident that we will see tangible benefits emerging from this new program," added Matthew Watson, CEO, BC Innovation Council. "We welcome our guests from the People's Republic of China and look forward to fruitful results for the benefit of both jurisdictions."

Pacific Coast University for Workplace Health Sciences

With British Columbia'™s strong economy and record employment, small businesses are working to 'œmanage their success' in attracting and retaining the skilled workers they need.

Managing staff recruitment and retention costs small businesses time, and money '“ and the competition for workers is fierce. It'™s estimated British Columbia will have one million new job openings to fill by 2015.

Employers are becoming increasingly aware of the importance of people as a resource and the high cost of losing trained and experienced staff to various causes, including illness and disability. There is a growing need for small businesses to access skilled professionals who can help them develop, implement and administer effective return-to-work and disability management programs.

In support of this goal, my colleague Ron Cantelon, MLA for Nanaimo-Parksville, introduced a private member'™s bill on April 25, 2007, on behalf of the National Institute of Disability Management and Research, to create a new private post-secondary institution called the Pacific Coast University for Workplace Health Sciences. The institute would provide specialized research and education in occupational health and safety, disability management and rehabilitation.

BC Innovation Council Invests in the Future of British Columbia's Technology Industry with New Programs

Hector MacKay-Dunn, QC, Chair, is pleased to announce the launch of BC Innovation Council's Accelerated Commercialization Enhancement (ACE) initiative featuring an innovative new suite of programs focused on accelerating commercialization and enhancing collaboration in British Columbia's technology industry. Through the first two ACE programs, the British Columbia Industrial Innovation Scholarship (BC-IIS) and the British Columbia MBA Access to Commercialization Scholarship (BC-ACS), BC Innovation Council will contribute $2.5 million to the development of research and commercialization talent in British Columbia.

"The ACE initiative will strategically support British Columbia's future technology industry by developing highly qualified personnel and management capacity before they enter the workforce," said Mr. MacKay-Dunn. "I am pleased that Matthew Watson, our recently appointed CEO, has moved ahead with the launch of ACE and its first two programs as an important priority upon joining the Council."

"ACE is about creating strategic collaborations. By engaging students from science and engineering faculties with business students, and in many cases industry, we are seeking to attract, develop and retain the next leaders for our technology community," said Mr. Watson. "The overarching goal is to fuel a sustainable cycle of growth enabled by skilled people who can ensure that research and technology is successfully transferred into industry and the marketplace."

About British Columbia Industrial Innovation Scholarship (BC-IIS)

Natural sciences, engineering and health research graduate students are invited to apply for this scholarship. A key objective is to provide graduate students with the opportunity to receive exposure to the technology commercialization process including business planning, technology integration, product development and market strategy. An important deliverable will be to collaborate with an MBA student to develop a business plan and pitch the business case to a panel of investors and business executives. An intended outcome is to encourage top students to pursue their graduate degrees in British Columbia and ultimately seek careers in the province.

The British Columbia Industrial Innovation Scholarship opportunities are $20,000 annually for Masters students for a maximum of two years or $25,000 annually for PhD students for a maximum of three years. The 2007 deadline for applications is July 6, 2007.

About British Columbia MBA Access to Commercialization Scholarship (BC-ACS)

MBA students are invited to apply for this scholarship. Providing MBA students with the opportunity to participate in a real world business planning process that involves connecting with the investor community is a key objective. An important deliverable will be to collaborate with a graduate student from the areas of natural sciences, engineering and health sciences to develop a business plan and pitch the business opportunity to a panel of investors and industry executives. An intended outcome is to encourage top business students to pursue their MBA degrees in British Columbia and ultimately seek careers in technology commercialization in the province.

The British Columbia MBA Access to Commercialization Scholarship opportunities will provide MBA students with awards valued up to $15,000 during the span of the student's program. The 2007 deadline for student selections is July 6, 2007 and the deadline for project selections is November 30, 2007.
